Currently the administrative control of the expenditure of the two chambers is placed in the hands of the parliament itself, which appointment within the so-called "Quaestors" among MPs.
The existing law there is no guarantee of transparency, given that the controller itself is never the best control desirable.

Gli eventuali residui di entrate non utilizzati nell’anno corrente, riferito alle spese correnti e non agli investimenti programmati e non ancora effettuati, non possono essere oggetto di accantonamento patrimoniale, ma vanno a fare corpo complessivo con le entrate per l’anno successivo. (questo vuole dire che = se l’anno 2006 aveva entrate correnti pari a 1000, e la spesa per competenza è stata di 900; l’anno 2007, se la spesa preventivata è 1200, il Ministero del Tesoro, contribuirà solo per 1100)
La corte dei conti, in collaborazione con il dipartimento della Funzione Pubblica, redige anche:
Il bilancio preventivo utilizzando la stessa forma del bilancio consuntivo
Il cash-flow
