A questo va aggiunto, che quasi tutti i partiti, oltre ad avere il tesseramento, come introito, godono di “elargizioni” piuttosto abbondanti da parte di privati, aziende (pubbliche e private)…… Basta ricordarsi la trasmissione che REPORT ha dedicato al problema………
Risulta evidente che bisogna TOGLIERE dalle mani dei parlamentari questa vergognosa libertà…..
A tale scopo va stesa una petizione per riformare questo istituto.

Fermo restando i valori espressi dalla norma del 2002, i rimborsi dovrebbero essere riconosciuti così:

  • Il rimborso non avrà più carattere annuale, ma sarà elargito solo in concomitanza di un turno elettorale.
  • L’accesso al rimborso terrà, quale sbarramento, lo stesso indicato per l’accesso alle graduatorie
  • Il rimborso sarà effettuato, previa documentazione della spesa, onde verificare che la spesa sia inerente il turno elettorale.
  • Il rimborso sarà dato a copertura delle spese dichiarate inerenti, fissando un tetto massimo pari al numero dei voti espressi dall’elettorato per quel partito moltiplicato 1 euro.
  • Ai partiti è consentita l’entrata di beneficenze e donazioni da estranei, purché dichiarate, qualunque somma siano.
  • Se un partito riceve donazioni e non le dichiara, dovrà rimborsare allo stato i rimborsi presi, dall’inizio della legislatura per qualsiasi tipo di turno elettorale, fermo restando quanto previsto dalle norme penali e fiscali sul finanziamento illecito dei partiti.

Ma allora, i parlamentarti che hanno concesso a loro stessi la reversibilità della pensione anche a favore dei conviventi, previa semplice dichiarazione, e questo non è concesso ai cittadini, si sono creati una deroga alla norma, senza un VALIDO motivo.
Ma allora questo è un abuso !!!!!!!
Ma questo abuso è in vigore da oltre 10 anni !!!!

Quindi qualcuno dovrebbe denunciare i parlamentari che hanno fatto e che non hanno cancellato questa norma, per “ABUSO IN ATTI D’UFFICIO”

Il bilancio di un ministero, devo presumere, sia stilato in forma analitica, quasi a somiglianza con un normale bilancio.
Il controllo di gestione, impone infatti che, se non si conosce il centro di costo e la voce di spesa, il controllo è quasi impossibile.

Facciamo un esempio:
In un impresa esistono i costi diretti ed i costi di struttura.
I costi diretti sono quelli che si affrontano per costruire il “prodotto”
I costi di struttura sono tutti gli altri costi che servono per tenete in piedi la macchina

Se un impresa ha problemi di prodotto, la cosa si tenta di risolverla con :

  • Nuove tecnologie produttive
  • Nuovi prodotti intermedi
  • Nuovi semilavorati
  • Nuovi fornitori
  • Materie prime alternative

Se un impresa ha problemi non legati al prodotto, ma alla macchina “azienda” allora la strada è diversa :
Contenimento delle spese generali
Eliminazione of wasteful expenditure

Soluzione quindi potrebbe essere quella di istituire una norma che regola il valore del TFR, comprimendolo in una forbice che avrà un minino di 1 mensilità per ogni anno di permanenza nel rapporto (o frazione di esso), ed un massimo di 2 mensilità.
Questa norma deve essere chiaramente richiamata in tutti i contratti collettivi e privati.
Qualora si volesse elargire una quota superiore a quanto stabilito dalla norma, tale quota, per essere antieconomica, dovrebbe porre la quota eccedente stessa, per chi la concede, tra i costi indeducibili, per chi la riceve, essere sottoposta ad una tassazione separata tale da renderla antieconomica e infruttuosa.
